Does SMART notification really rely on change, not absolute value?

The SMART report page says the the tolerance level relies on changes to the value. Is that really so? What does it compare the threshold to?

 

I have a drive with 1160 uncorrectable errors. I don't know if this has been unchanged for years, or if this is recent. Going to SMART error log claims the previous error was at 28k hour mark, while current total power on hours is 68k (almost 8 years!)
