I just had the same issue! Formatting the USB drive to FAT32 and assigning a drive letter (had to do this manually) fixed the issue for me.

Sorry to revive an old thread but this fixed it for me too

I have the same problem, worked first time, but got the "couldn't open \\?\physicalDrive2" on the repeat.
