SSH Error on 6.4

I can no longer access SSH via terminal using root@IP. WebUI works fine

I get the following error

 

ssh_exchange_identification: Connection closed by remote host

 

Weird thing is, it works if I use a hostname instead of IP.

delete /boot/config/ssh and reboot.

Is there any point to editing files in /etc/ssh/ ? I followed the above instructions and found my changes in /etc/ssh/sshd_config are gone.

 

I assumed standard files would override those under /boot/config ... guess I have it backwards?

Everything not under /mnt or /boot is on RAM, so lost on reboot.
