PCI Modem Setup

Forgive my utter lack of knowledge on the subject but I've honestly never installed a PCI device before. Add the complications of unRaid and my head is spinning.

I have a US Robotics PCI Modem. I have used USB modems before but never tried a PCI one. I plugged it in, booted up the unRaid machine and got a bunch of USB read/8 errors -110. Booting took longer than usual.

I thought it would be simple enough because while setting up the VM I remembered seeing a section for PCI devices. So I went to my windows machine and attempted to add the PCI Modem in the VM edit page except there were no PCI devices listed... I'm sure I'm missing something dumb.

Can I view the PCI device via the BIOS on our Intel Server Board? Will this device even work to pass through to windows or does it need to be supported by unRAID? The Modem is a USRobotics Model 5670.

EDIT: Windows 10 VM recognized 2 unknown PCI Devices, PCI Device and PCI Simple Communications Controller. USRobotics phone support says device should be automatically found and installed on Windows 10. So we tried to update driver but driver cannot be found. So phone support and I went and attempted to manually install on the Communications Controller. Found manufacturer in their list and the device, installed driver with the usual windows warnings. Go to test the modem in the device properties under the diagnostics tab and get an error that reads:

"The port the modem is attached could not be opened. This may be the result of a hardware conflict. Check the device manager to verify all devices are functional."

All other windows programs that use the modem had been closed during the whole process. So it's nothing in the VM.

So here I am again. What do you guys think? Is it possible the comm port is open inside of unRAID causing the conflict? Could it be the other unknown PCI Device needs a different driver? Could it be bad driver choice? Any help would be appreciated.
