USB Controller Passtrough won't work

I added a PCI USB Card to my Unraid and i want to passthough this to my Windows Server 2016 VM.

I added in my syslinux: pci-stub.ids=1912:0014

I also tried vfio-stub.ids=1912:0014 but it also don't work. I tried with 

pcie_acs_override=downstream

but also don't work.

 

I can start the VM with the USB Controller but If i add one USB device like a canon printer the VM paused and I get an error. In the Device Manager (VM) there is no unknown devices. I can see my USB Card in the USB section.
