Am I insane or do pci devices move themselves around?

Has anyone else ever noticed that sometimes things just move for no reason?  For various VMs I've built that need pcie devices, sometimes I need to stub, sometimes they appear on their own under "Other PCI devices", sometimes they're not there at all.  CUrrently, I am fighting with a USB controller that was just fine in a win 10 VM that had to rebooted, after which it disappeared from the VM. Now, it shows in device mgr in the VM, but the VM doesn't see the USB devices attached to it. Those are available in VM manager to be checked off. Although one is duplicated for no reason.

 

Wish I could get to a point where the same problem would happen twice so I can know what to dig into.
