VM with a PCI video card

So I'm trying to reuse as much parts as I can.  

 

I'm attempting to switch my current motherboard which has an integrated graphics card to one without one.

 

My understanding is that unraid needs a video card of some sort, so I am planning to get a pci card as the mobo has limited slots (1x PCIe x1, 1x PCIe x16, 3 PCI slots).  I'm planning on using the pciex16 for my hba card.

 

I'm planning on upgrading from a e2180 to a q6600 as I would like to use some simple VMs or maybe something like plex if it possible.  

 

Will a PCI card work with VM or does it need to be something more powerful?

Without commenting on whether or not you can pass through a PCI card, I wouldn't bother doing anything on a Q6600 anyways.  Hardware passthrough regardless if the chip / motherboard says it supports it (the Q6600 does) pretty much requires something more up to date to run stable (chip and motherboard).  Save yourself the grief with attempting to play with that.

Would a q6600 or e8400 work for a plex server?  or should i just leave it at the e2180

You should be able to get a single transcode stream out of the q6600.  The e8400 will struggle (and the Q will also at times)
