Docker Update Delay/Stop on UnRaid Boot

I'd like to propose an option in the Docker Settings that will allow the user to choose how to handle docker updates on UnRaid Boot.

This would go along way in helping UnRaid boot correctly when there is no internet connectivity.

Docker Autostart manager is on the built in App store and does this it integrates right into the Docker section of the Web Gui..

unRAID 6.4 and later don't check for container updates and simply start a container at system boot time, if autostart is enabled.

unRAID does not have control over the container itself once started, and a container start may fail if the container requires internet for its internal start up.
