10000 rpm Velociraptor
Windows 7x64 bit (I had the same problem with Vista 64)

 

I think you get that kind of HDD score for all HDD-based storage because of the seek times.

 

For good scores, M$ expects low-latency SSD.

 

But remember that you should create own threads instead of piggy-backing on others support threads.
