GPU Fan at 100% after power outage

I'm running 6.5.3 and after a power flash earlier (Machine was accidentally plugged into a "Surge Only" outlet on my Battery backup) and now my 1070ti's fan is running at 100% and hasn't stopped.  The GPU is not passed through to a VM.

 

Anyone have any ideas?

You haven't given any description of what you have tried so far, so to begin with, I'd shut down properly, and remove power from the machine for a minute or two, then power back up and see what happens.

Yes, My apologies!  I have not only shut down the system multiple times, but have even switched slots on the Motherboard and inserted a different GPU making this one the secondary.  None of my troubleshooting has worked so far, I believe my next step is to setup a VM and pass it through to see if maybe windows drivers make it happy.
