IPMI - Get Connection Failed when I try to Launch Java KVM Viewer

I have GA-7PESH2, and I just got a another used HD, but whenever I try to reboot my machine it jut wouldn't turn on, not even POST. 

Something seems to be happening since I can get into Gigabyte's mergepoint or whatever it's called.

But when I click on Java KVM Viewer, Java launches and says connection failed. i tried with multiple PCs and it seems like it's happening to all. 

Kinda lost to what to do at this point other than taking it apart

Any one have any reco?
