Docker Web UI connection refused

For some reason my Plex and deluge vpn dockers will not allow me to launch their Web UI, they do not share the same port mappings as far as I can tell but they will not allow me to use their Web UI.

    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
