Do Unraid ever let CPU go Idle?

Im using unraid for quiet some time but never cared about electricity consumption before because I had free electricity. Now I am going low power consumption route. My previous hardware was i7-5820k with Asus x99 U3.1 and it used to idle at 80-85W with all drives spun down. Since my usage was mainly for plex at night so I wanted it to remain idle and use less power.

 

So I bought a G4560 and checked it with windows. On windows 10, it idles at 15-16W and normal browsing is only 24-25W but when I shifted my unraid setup to this G4560 it idles at 40-45W always, no matter how long i wait. 

 

Unraid GUI and htop shows that my CPU usage varies between 1-3% and top resource using process is docker stats. Even if I turn off Dockers for test purpose, CPU power usage in idle remains same, no matter what.

 

Is this because unraid never lets CPU to go into deeper C states? Can someone else share their figures of extremely low idle power usages?
