GPU Passthrough not working on unraid 6.6.7 (Stuck in D3)

I am using a Ryzen 7 1700 on an Asrock x470 fatal1ty motherboard. While trying to create Linux or Windows VMs with a GPU passed through the VM will start up but the screen will stay black. Have to force shut down VM and then I get unknown PCI header 127 forcing a restart of the server. I have both a GTX 1070 and a GTX 745 plugged in and I have tried swapping the PCI slots of the cards. I had no issues with the i5 6600k I was using before switching to Ryzen with VMs. The last few lines of the log for the VMs states 

 

2019-05-11T00:25:51.092870Z qemu-system-x86_64: vfio: Unable to power on device, stuck in D3

 

Does anyone have any advice for this issue?
