Unable to access web ui on internal home network

So I have experience some power issues  recently and now I can not access the ui from my network at one point I was able to ssh into the machine. 

I was also able to boot the machine into the desktop gui and I can load the web ui.

can someone help understand what is going on here and how can I solve it?

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
