Windows server VM not booting with hyperv

I installed another instance of Server 2016, using the template.  It installs, but reboot always fails to boot.  I get a windows error about hardware changing.  I think I narrowed it down to the HyperV tweaks.  If I turn that off, it boots fine.  But, when I reboot, it automatically turns it back on and I can't boot again without changing it to NO.  Has anyone ever had this issue?  I have two unraid boxes, and after upgrading to 6.7.0, they both do this now.
