GPU Passthrough - no output after tianocore until OS finishes booting

I just upgraded my hardware and I'm having trouble getting it to run again in my desired configuration.

 

From: Gigabyte z177 + 6700k
To: Gigabyte x570 + 3900x

GPUS: rx570 and nVidia GTX 1080 (same before and after).


NB: I'm aware of the threads about some bug in the AMD AGESA plaguing x470 and x570 board, but that is NOT the error I'm having.
 

Essentially I'm trying to run windows 10 and mac os side on VMS at the same time, so I have the radeon for mac os and the GTX 1080 for gaming on windows. The problem I'm having is that with both GPUs, I get up to the Tianocore logo and it gets stuck there. After closer analysis, I can get into the OVMF setup and it works, and then later I realized that some other stuff I can get into, like grub. However things like clover and the windows boot manager don't give any video output, up until the OS is finished booting. While it's not the end of the world, anyone maintaining a Hackintosh build will know that without verbose output on boot, the build will be short lived as any kernel panic on boot is very hard to debug.

My mac os install was made on a passthrough m2 drive, and as such I am able to boot it on UNRAID, Proxmox, or even natively outside any VM environment (different clover with FakeSMC, vm one doesn't need it). Now on Proxmox i was able to get output on spice while the system boots and then the GPU comes up at the mac os login prompt (as a second desktop).

 

Again, while I could work this out, I'd rather have it working properly. I'm still on trial and I'd like to know for certain if I'm going to be able to get it working without spice (as the UNRAID GUI doesn't have spice) before paying the license. Proxmox has an edge on this, but i have other problems with it.

What i've tried so far:
- Passing either GPU gives the same result
- I can get this result with either downstream+multifunction, or just multifunction. Downstream alone gives no output at all.

- Switching PCI-e slots

- Using ROMs for the GPUs, downloaded or dumped from my cards, and also not using them. Result is the same.

- Bios CSM on and off

- I made a bootable linux pen drive and passed it to the OS. I get output on grub, and then gets stuck (no logging) until the GUI pops. I will try with windows but I don't have an iso handy. This demonstrates it's not an issue of my mac os install or virtual disk with clover.
