I am new to Unraid. In webui, how can I set depends on [some container], e.g, I have a container which needs to talk to another one(mariadb).

You cannot do that exactly, but you can set the order in which containers start by dragging them in the containers tab.   You can also set a delay after a container is started before attempting to start the next one.

Use the toggle at the top right of the Docker tab to switch to Advanced view to see the Wait field.    Note that this delay is how long the system should wait before attempting to start the NEXT container.
