USB 3 Transfer speeds seesaw effect

I am tranasferring large amounts of data from a usb3 device to the array. not using cache and parity disabled. The speeds start strong 170MB/s then crawl down to 300KB/s, then goes back up, then back down.

 

Is this just a usb issue or something else going on? I attached my diagnostics while transfer was going.
