So i am planning on retiring my old AMD Phenom™ II X2 555 @ 3200 MHz server to a newer i7.   Can I just move the HDD's and USB Stick to the new system build??

    Yes, and as long as both systems use plain HBA or the motherboard SATA controllers everything should just come up like nothing happened, unless you were passing through hardware to a VM, in which case it will need attention.

     

    Before you shut down the old system, turn off all auto start features (array, vm's and dockers) so you can more easily investigate the situation if things don't act correctly.
