Two GPUs in same IOMMU group

I have two GPUs in the same IOMMU group. The guide I use says they must be in two separated groups. I searched online many of them says I need to add "pcie_acs_override=downstream,multifunction" to syslinux.cfg, but it does not work for me. 

 

I booted the machine using integrated graphic card from CPU, and my GPUs are RTX 2070 on the first slot and GTX 1060 on the second slot
