Cannot disable/enable VMs in VM manager (GUI)

In settings -> VM Manager -> Enable VMs, I can select Yes or No but when I hit apply, nothing happens. 

 

To enable/disable, I had to change the flash drive config/domain.cfg -> SERVICE="enable"/"disable"

 

What can her happening in the settings and I cannot enable/disable VMs there? Thanks.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
