Can I use all of navidia card?

The page has 2 sections.

NVENC = encode

NVDEC = decode

 

Transcode = NVENC + NVDEC

 

Plex does not encode to HEVC so the B Frame support is not required.

You still need to check the NVDEC section to see if you have any content that is outside of GTX 1070 support e.g. HEVC 4:4:4 (it's rare but not impossible to find).
