Because that's all the motherboard supports.  According to the manual, it is PCIe x16 running at x4

I'm not sure what gives you that idea but here an image of the manual. The second slot is indeed a physical x16 slot running as an electrical x4 slot but the primary slot is indeed both physically and electrically a x16 slot.

I have my LSI HBA in the primary slot so should be running x8 and I have a Yeston RX 550 running in the second slot at x4.

@johnnie.blackJust got my cables and wanted to check before I send my HBA back as faulty if this is right or if its not operating at full speed still still says x4 but doesn't mention downgraded now drives are plugged in.

                LnkCap: Port #0, Speed 8GT/s, Width x4, ASPM L0s L1, Exit Latency L0s <2us, L1 unlimited
LnkSta: Speed 8GT/s (ok), Width x4 (ok)

Well despite the HBA being faulty still made some progress today. I know they look a little "ghetto" but they work just fine and can hardly see them when they are in place. Also received my cables for the HBA to Expanders but found they are too short to reach the expanders so remeasured now the expanders are in place and got to make another order. So far looks like I've managed to source between 2 and 6 of the HDD cages too. I went soliciting random people on reddit/builds.gg who have the same case but are water-cooling and managed to buy their spares. Still on the hunt for at least a couple more though if anyone happens to see this and has spares hit me up lol.

Will be doing custom cabling from the psu to hard drives might even end up doing the whole psu cabling will wait and see how hard it is to do the sata power cables before I commit.

Heres a couple of random pics of the build now its up and running even if it is just using the motherboards sata ports for now.

LSI 9200 (or Dell H200) is PCIe 2.0, LSI 9207 is PCIe 3.0

Yeah went and re read the post you linked me to earlier in the thread and noticed ... will keep looking for a LSI 9207 but until I get to say 8+ drives I shouldn't notice any bottlenecks so will run this Dell H200 for now well at least once I get cables the right length. Once again thanks for your help buddy @johnnie.black think I'm sorted now.
