4 GPU/4k direct play build... as quiet as possible?

Anyone have suggestions on a build that would:

1. Support four separate Windows VMs capable of simultaneous 4k direct play

2. Run as quiet as possible, using passive cooling where I can get away with it along with a few low RPM case fans

 

For the passive/quiet option, I think my GPU options would have to be fanless GT 1030s... but I'm unsure of a motherboard+CPU combination that would enable this build (and also allow for 4 independent USB passthroughs to each VM)?  Flexible on price, mainly focused on hardware that works well with Unraid.
