If VM turned off, does NAS eat up a lot of power? Will it 'die' easily?

I have a GTX 1080 GPU passed through to a gaming VM.  I want to ask if VM is turned off, does it eat up a lot of power?  My other concern is whether it will have a shorter life span?  If VM is off, is it almost as if it's not in use?  Or is it still active?
