Delays when accessing Nvidia GPU

Having a strange delay issue when running anything that uses my NVidia GPU. When I log into the console and type "nvidia-smi" there is a 2-3 second delay before anything shows up, then it loads half the output, and a few seconds later the full output. This started about a day ago. Another example: when running Plex hardware transcoding, there is also a 20-30 second delay before the video starts (this delay disappears when hardware acceleration is disabled). Any ideas? I don't see anything off in the log files. Diagnostic attached.
