10gbe networking issues

Some time ago I purchased a pair of aquantia 10gbe networking cards. I installed 1 in my server and one in my desktop and ran a cat6 cable from my office to my network closet. Using iperf3, i only get about 5gb~. I pulled the card from my server and installed it into another pc I have sitting around and connected them with cat6 patch cable and got the full speed. This verified that the cards were indeed performing as expected. I then moved the second pc from my office to my network closet to ensure no issues with the cable I ran (thinking maybe I had a bad punchdown on the patch panel/keystone jack.) This again tested at the full speed with iperf. I then installed windows to an extra ssd and booted my server off that to see if the problem only exists within unraid. This test saw the same 5gb~ speed as I saw testing with unraid. My server board is a TYAN S7012-GM4NR. According to the motherboard manual 4 of the 5 pcie slots are pcie gen 2 x8. Ive put the card in multiple pcie slots to ensure that one isnt faulty. The card itself is a x4 form factor. Unsure if the issue was caused by the gen2 x4 slot not having enough bandwidth, I installed the nic back into my other motherboard and set pcie to gen 2 in the bios. This test again gave me the full 10gb speed, confirming that the issue is not a bandwidth limitation over gen2 in a x4 configuration.

That leads me to where I am now, sitting here scratching my head in confusion. Im wondering if the second pc changed the pcie version back to gen 3 automatically and so i wasnt testing at gen 2 speeds? Or maybe there's something else im not considering... I've tested out every variable I can think of and im not sure where to go from here. Any help is greatly appreciated.
