Is there any way to manually force a drive to spin down? I have some drives in Unassigned Devices that I want to be able to spin up and down manually while the drives in my array I want to have different rules about spin-up/down. Is this doable?

Main, click on the disk.  You can set the time for spin down for the drive

If I click on the disk, it opens it up in Unassigned Devices (this drive isn't part of the array) and just shows the SMART information. There's nowhere for me to affect the spin up or spin down.

Click the circle to the left of the Disk.

Also, keep in mind, if it's a SAS drive, it won't spin down.
