VMs Fail to launch with PCI USB controller

I followed this guide to pass through a USB controller (https://www.newegg.com/model-orico-pvu3-5o2i-pci-express-to-usb-3-0-card/p/14G-0001-00017?Item=9SIA1DS0DV6344): 

 

However, whenever I start the VM with the controller attached, the VM does not give an error but also does not start.
