Plex on Unassigned Device codec fails download but works on cache

I have been having an issue lately with Plex not being able to download Codec lately and probably for a long time but i never noticed it. If i run my Plex docker from the default location on the cache drive codec downloads and installs into the docker on demand. if i move or install the docker directly on a dedicated SSD with Unassigned Devices, the Codec fails its download and install. 

 

I've done what most people have suggested and deleted the Codec folder with the Docker shutdown, Plex will recreate it soon as it start the Docker back up. I have gone into the console and used the chmod command on both the main /config directory and the codec folder itself (chmod -r 777). no dice. last thing i tried is a created a brand new Plex docker while keeping my old one. i kept everything default and pointed it at my media and boom it worked. download all the codecs and played the video that wasn't playing before. only thing i can think of is permissions but not sure what or where those could be. i would rather Plex not run on my cache drive.

 

any thoughts?

just to add, i moved the working docker to my unassigned drive and i removed the codec. plex was no longer able to download the new codec.

*Bump* would anyone have an idea why my unassigned device would perform differently? same docker etc?
