Hardware rules and Symlink for Wyzesense

On version 6.8.3, I'm trying to follow the instructions here to add a symlink for a Wyzesense USB dongle:

Anything that I do in the /etc/udev/rules.d/ folder does not survive a reboot.

 

I feel like the right thing to do is something on the flash drive similar to what I had to do for RSYNC

 

I'm not confident enough to go mashing around there.  Can anyone please advise on the correct approach here?
