[SOLVED - conditionaly] PCIe USB card passthrough fails: no bootable device found

I'm running a Windows 10 VM with Radeon RX570 passed through.

 

After I add a PCIe USB card to the VM under Other PCI devices I get the following error when booting:

no bootable device found

I've tried enabling PCIe ACS override and VFIO allow unsafe interrupts but it doesn't help.

 

I'm guessing it somehow changes the bus numbers and tries to boot from this USB controller but I really don't know where to continue.

 

Any help would be appreciated.
