Issue Passing GPU through to VM

I am trying to run multiple windows 10 VMs each with its own dedicated GPU. I have successfully setup and passed through 1 GPU to 1 VM, but when I pass the other GPU to the other VM I am presented with the "internal error: qemu unexpectedly closed the monitor" error.

 

When I remove the GPU and switch to VNC, the VM boots fine. I've ensured that the card in question is in separate IOMMU groups and am still running into the error.

 

Here's the IOMMU groups for the 2 cards. I'm trying to pass the card in yellow. The previous card is being passed to a different VM and is working well.

 

IOMMU group 14:[10de:1e07] 01:00.0 VGA compatible controller: NVIDIA Corporation TU102 [GeForce RTX 2080 Ti Rev. A] (rev a1)

IOMMU group 15:[10de:10f7] 01:00.1 Audio device: NVIDIA Corporation TU102 High Definition Audio Controller (rev a1)

IOMMU group 16:[10de:1ad6] 01:00.2 USB controller: NVIDIA Corporation TU102 USB 3.1 Host Controller (rev a1)

This controller is bound to vfio, connected USB devices are not visible.

IOMMU group 17:[10de:1ad7] 01:00.3 Serial bus controller [0c80]: NVIDIA Corporation TU102 USB Type-C UCSI Controller (rev a1)

IOMMU group 18:[10de:1b80] 02:00.0 VGA compatible controller: NVIDIA Corporation GP104 [GeForce GTX 1080] (rev a1)

IOMMU group 19:[10de:10f0] 02:00.1 Audio device: NVIDIA Corporation GP104 High Definition Audio Controller (rev a1)

 

I have also attached diagnostics.
