Dashboard shows 100% CPU usage, but htop doesn't show same

Had an issue with cache drive filling up to 100% twice, then falling back to almost zero usage last night. This morning, Dashboard shows CPU usage for one cpu at 100%, but top/htop don't show matching statistics.

The dashboard will lump IO usage into CPU usage which is why there's a disparity. I'm having a similar issue where im seeing the dashboard showing one or several cores pinned at 100%. Read about installing iotop and atop from this reddit thread

 

It's at least helped me find that its IO thats causing it to be slow, but havent been able to figure out why yet.
