HP dl380 Gen8 p420i - only half the drives work

I have an HP dl380 Gen8 server with the p420i raid card that was successfully able to get into HBA mode.  However only 4 of the 8 bays work.  Anything I plug into the bays on the left side don't show up.  Any suggestions?
