CPU Pinning doesn't seem to work

I have all dockers pinned to CPU 1, and have my Windows VM pinned to CPU's 3 and 4.  The dashboard shows all 4 CPU's pretty well maxed out with all dockers turned off, and the Windows VM shouldn't really be doing anything right now, yet the server seems maxed out.

 

What is going on, and should I just give up on CPU Pinning, since it seems useless to me?
