Network usage alert

Here's what I would like to do. I have a VM (or VMs) running. If they are doing their thing they have a fairly consistent network usage. If something went wrong and they are not doing their thing, the network usage drops. I'd like to get an alert/notification if say the network usage over 30 min is below some mpbs.

 

Ideally I'm thinking there would be a "monitor" docker I could setup rules for specific machines/ips. I guess setting up a monitor on the VM would be acceptable.

 

Any advice on existing solutions that would solve my problem, or advice on where to start looking would be appreciated.
