Docker Template XML Schema

CA relies upon a third party parser and hosting of the template author's xml files that is out of the author of CAs control. Because of this, the only supported XML forma

After looking at some issues regarding template maintainers changing Support Threads, I discovered that of the maintainers that even set that value, fully 10% of the entries were incorrect, not to mention that tons of the templates (over 50%) never even included the entry in the first place.
