Seems more a configuration issue on pfsense, it receives a different MAC address associated with the IP address as configured.
Since about Sept 2022 every time I reboot my Unraid server my Plex docker get's a new MAC Address and is not allowed on my network until I log in and manually allow it. Seems plausible this is Unraid and not pfsense.

I have the same issue, every reboot MAC changes for my Plex Docker. New devices are not allowed on my network until I manually allow them so No Plex until; I log into router and allow the new MAC. I was not experiencing this (guessing on time frame here) but like pre Sept 2022.

I have same issue however it appears to be from Docker MAC address that keeps changing every reboot. The ether connection in my router seems to stay the same for the Unraid server and no issues connecting to Unraid server. However every reboot I am not able to hit my Plex server until I log into my router and allow the new MAC address on my network then all is good again until the next reboot. I did not have this issue pre maybe Sept 2022 and have yet to find a solution.
