High-Water Allocation method not working

I have a 15 disk array and have been adding to the user share "Movies" since early yesterday.  I have 5 750GB drives and 10 500GB drives.  Here is the problem.  The user share is high-water level 1 and when copying to the share, it is bringing the disks, down to about 5gb before moving to the next disc.  Disk 1 is now at 5.3gb, disk 2 is now at 353gb, and disk 3 is now at 245 gb and declining.  So the weird thing is that high-water seemed to work only for disk 2.  Not sure what is going on here.

EDIT:  I was copying over 1TB at once.  I stopped the copy and disk 3 was at 242 and then when i restarted the copy again, it starting writing disk4.  Very odd.  Disks 1-4 are the 750 GB so i would expect the disks to switch, using high-water, at about 353GB like disk 2 did.

 

Also, the file structure i am using is \\movies\title

 

 

Anyone????

Am I the only one here that is finding that High Water doesnt work consistently?
