I'm trying to make a basic NAS for a friend. They have two old systems to choose from. This is system 2

Intel Celeron J1900 2GHz
8GB ram

I get one of two issues
either I get a blinking cursor on boot with one USB stick

or

I get the loading screen with the options, but no matter which option I select, it just reboots the system

    Configure browser push notifications
    Chrome (Android)
    1. Tap the lock icon next to the address bar.

    3. Adjust your preference.
