Docker Containers refusing connection, works okay when using IP

I am trying to get my Docker Containers to talk to each other using their container names. 

This used to work before i upgraded to on 6.10 but after upgrading to 6.12 all i get is "connection refused" 

 

The Containers work fine when i use the IPs, when i use the container names they refuse connection.

 

any idea how to fix this? or am i missing something obious, again?
