Nextcloud AIO "Tabs" missing

I just installed Nextcloud AIO 30.0.4.

I thought all was working well. Ran OCC and a few other things and all seemed to do the job.

Now I have attempted to go into Nextcloud to add a new user but it seems that I can't.

There are no menus "tabs" for it.

As you can see from the screenshot on the left side of my screen these are all the options available.

Also on the right side if I click there are only a few options unlike the traditional Nextcloud.

What have I missed in my setup?

Also do not know where to find the logs to see if there is something wrong.

    Chrome (Android)
    1. Tap the lock icon next to the address bar.
    2. Tap Permissions → Notifications.
    3. Adjust your preference.
    Chrome (Desktop)
    1. Click the padlock icon in the address bar.
    2. Select Site settings.
    3. Find Notifications and adjust your preference.
