igpu got lost after shutting down win11 vm

there are 2 win11 vm in my unraid，one without any gpu, the other is using rtx3080m.

i am using vm through remote desktop.

while after i shut down the win11 vm with 3080, my igpu (uhd630) used by docker disappeared. the vm without any gpu would not affect igpu.
