VM not running on second GPU

Dear guys,

 

I hope you guys can help me with my problem, when I run a windows VM on my first or second GPU this error pops up:

 

Execution error

 

internal error: early end of file from monitor: possible problem:

2016-06-25T12:45:23.376859Z qemu-system-x86_64: -device vfio-pci,host=02:00.0,bus=root.1,addr=00.0,multifunction=on,x-vga=on: vfio: error opening /dev/vfio/33: Operation not permitted

2016-06-25T12:45:23.376876Z qemu-system-x86_64: -device vfio-pci,host=02:00.0,bus=root.1,addr=00.0,multifunction=on,x-vga=on: vfio: failed to get group 33

2016-06-25T12:45:23.376883Z qemu-system-x86_64: -device vfio-pci,host=02:00.0,bus=root.1,addr=00.0,multifunction=on,x-vga=on: Device initialization failed

2016-06-25T12:45:23.376890Z qemu-system-x86_64: -device vfio-pci,host=02:00.0,bus=root.1,addr=00.0,multifunction=on,x-vga=on: Device 'vfio-pci' could not be initialized

 

When I allocate the 3rd GPU everthing works fine.

 

If there is anyone who knows the solution to this problem please give me a minute of your time.

 

Specs: (if needed)

 

Asus Rampage 5 Extreme

i7-5820K

4x4gb Kingston Hyper X

3x EVGA GTX 1070 8GB

1x GT 620

 

P.S. If possible I would like to replace the GT 620 in the top slot for a GTX 1070.
