Resolved... partially.. I was logging in to the windows VM through RDP which provides its own HIDs The USB HIDs on the PCI card are locked to the "user" through VNC who is locked out on the windows screen. Took hard time to conclude to that as I am also having troubles with multiple disconnects from VNC session due to graphics?

I've tried on several versions of i440fx and q35 At the beginning of the installation keyboards work fine, then a few screens after selecting the vdisk drivers the devices stop working. The USB passthrough card appears to be working ok as some USB flash drives were connected and seen on the OS (win11). All tries to connect an input device though are hopeless. Tried: Microsoft all in one media keyboard (wireless device with dongle), Logi bolt which appears to be recognised as the logitech options installation notification pops up but can't get any input from it and finally a wired mouse. None of those worked. There probably is some driver conflict from emulated devices, which I don't know how to handle, remove/update them and if updating with what? Also had a hard time installing win11 through VNC as the VNC kept disconnecting and required MULTIPLE re-connection tries to see a screen, that seemed like a graphics issue, took me some time until I
