    Resolved... partially..
    I was logging in to the windows VM through RDP which provides its own HIDs
    The USB HIDs on the PCI card are locked to the "user" through VNC who is locked out on the windows screen.
     
    Took hard time to conclude to that as I am also having troubles with multiple disconnects from VNC session due to graphics?
