Solutions

  1. tapiokapudding's post in Cannot connect to server over LAN Browser or in Safe GUI Boot - Spontaneous Problem - ERR_CONNECTION_REFUSED was marked as the answer   
    For now my problem was fixed by pasting a fresh ~config/go file into my previously working USB config directory (overwriting the pre-existing).  I will circle back tomorrow and make sure that was the problem but for now I'm up and running.  I'm sure somewhere in my diagnostics it indicated that the file is corrupt.
