Solutions

  1. Rodrigus32's post in Problem upgrading from 7.2.6 to 7.3.x was marked as the answer   
    So this is what I had to change on the server to get it working:
    System BIOS → Processor Settings
    XZAPIC Mode → Enabled
    System BIOS → Integrated Devices
    SR-IOV Global Enable → Enabled
    I/OAT DMA Engine → Enabled
